The Facilities Manager is expected to manage the all routine facilities maintenance for the facility.
As it relates to construction projects, the scope of this position includes preparing the necessary justifications and feasibility analyses; expenditure forecasting and budgets; schedules, bill of quantities and engineer estimates and complete project management plans including scope, quality, time, stakeholder management etc. The role also includes monitoring the procurement process and progress of the project to ensure adherence to all time, quality, safety and cost targets and to prepare the necessary reports on a monthly (or otherwise agreed schedule) to inform management of the progress, value and cost status of the project.
On the matter of routine facilities maintenance, the position requires the incumbent to liaise with the Chief Engineering Manager to create expenditure forecasts and budgets for the department; to perform cost/benefit analysis for repair and upgrade activities; to prepare repair schedules according to budget and to monitor and control the procurement of goods and services.
This position is responsible for overseeing the planning, feasibility analyses, budgeting and implementation of all construction projects and routine facilities maintenance activities.
1. Duties and Responsibilities:
Generally, ensure that the assigned project(s) is executed using sound engineering principles and the necessary project management tools and documentation is utilized to ensure project completion on a timely basis; within budget; to the requisite quality and safety standards.
Provide timely (monthly) project value/cost analysis in the company’s prescribed format.
To provide effective leadership and management of assigned project staff.
Ensure that internal and external communication necessary for the effective management of the project is handled on a timely basis.
Ensure that project documentation is properly coordinated and maintained.
Initiate and track material orders to ensure that they are procured on a timely basis and to the required specifications.
Establish procurement guidelines for goods and services.
Ensure that personnel and industrial relationship functions are conducted in accordance with the company’s policy.
Provide project charters and project management plans for each construction project, inclusive of the associated project budget and expenditure forecast.
Provide expenditure justification for each construction project.
Provide expenditure justification for routine facilities maintenance activities
Liaise with Chief Engineer to create expenditure forecasts and budgets for routine facilities maintenance (including equipment) and participate in the monitoring and controlling of said budget.
Obtains quotations for civil works from contractors and suppliers.
Prepare all documentation; do the relevant data entry into the accounting system and submit suppliers/contractors invoices to Accounts Department for payment.
Establish schedules and methodologies for providing facility maintenance services; identify resource needs; review needs with appropriate management staff; allocate resources according to maintenance budget.
Participate in the development of goals and objectives as well as policies and procedures for the facilities maintenance department; make recommendations for changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures
Prepare an engineering estimate for all contracted services.
Aid in the development and organization of preventative maintenance and safety inspection programs for the facility.
Perform other functions directly relating to and necessary for the successful completion of projects, routine facilities maintenance and those that may be assigned by the Manager.
Education & Experience:
At least a Bachelor’s Degree preferably in Mechanical or Electrical Engineering.
Minimum 5 years’ experience in a similar capacity.
Previous experience in the supervising or managing a team of people.
Should possess OSHA certification or training.
Good project management skills with excellent planning & execution.
